Yes, this can be done without taking out the engine.

As far as I know this is also possible with a Sprint
Catman, though not easy.

Chris?

I'm about to change the cambelts on my 16v for the first time.
Here's a hint. Wait for someone on here to tell you you can do it
with the engine in place, unless you have facilitites to remove it. I
tried in the Sprint and never stood a chance. Having said that, the
Sprint may have a smaller engine bay, and also has covers over the
belts that the 33 may not.

heh.

Pay someone else to do it.

You _really_ don't want to have to fiddle about setting the timing on 2
belts and 4 cams with access like that.

It's not that it's hard to do, it's just that you have bugger-all space
to work in.

Even changing plugs on a 16v is a mission..... never again.

No worries - it is on the 16v engine that I've just bought (A good one with
54k!) that is currently sat on the workmate in my parents back shed - it has
a minimum of 2 metres space around it, so even changing the spark plugs ill
be easy-peasy! (Its just fitting it to the car that will be a sod!)

I just need to know how to change the damn belts and make sure the cams stay
timed!

You probably already know this, so if I'm stating the obvious apologies in
advance, but don't forget to change the jockey/tensioner wheels at the same
time as the belts. It was a jockey wheel failure which ultimately led to a
belt snap on my 16V - the belt was fine before that point.

Yeah, tha manual says it's possible. All the professionals said don;t
even try. The issue was getting the cam covers off. I reckoned that
if they were not there, then it would be possible...
